Virgin Islands Workforce Development Board Seeks Public Comment on Proposed OJT Employer Reimbursement Expansion Waiver

The Virgin Islands Workforce Development Board (VIWDB) is inviting public comment on a proposed waiver request to expand employer reimbursement rates under the On-the-Job Training (OJT) program, prior to submission to the U.S. Department of Labor for review and approval.

The proposed waiver seeks approval to increase employer reimbursement rates for wages paid to participants during training as follows:

  • Up to 95% reimbursement for small and mid-sized employers
  • Up to 80% reimbursement for larger employers

Purpose of the Waiver

This waiver is designed to address the unique economic conditions of the United States Virgin Islands, including high operating costs, a limited labor pool, and the critical role of small businesses in the local economy.

By increasing reimbursement levels, the Territory aims to:

  • Reduce the financial burden on employers hiring and training new workers
  • Increase participation in the OJT program, particularly among small businesses
  • Accelerate job placement for residents
  • Expand access to work-based learning and career pathways
  • Strengthen the local workforce in high-demand sectors

Expected Impact

If approved, the waiver is expected to:

  • Increase the number of OJT contracts across the Territory
  • Expand employer participation in workforce programs
  • Improve employment outcomes and job retention
  • Support workforce development in priority industries such as healthcare, construction, hospitality, transportation, and emerging sectors

The public comment period will remain open through: May 31, 2026.
